NOTICE of WAITSFIELD SELECTBOARD PUBLIC HEARING
To Consider Proposed Amendments
To The Waitsfield Zoning Bylaws
Monday, August 22, 7:00pm
At the New Waitsfield Town Office, 4144 Main Street
The Waitsfield Selectboard will convene a public hearing on Monday, August 22, 2016, 7:00pm, at the new Waitsfield Town Office, 4144 Main Street, in accordance with 24 VSA §4442 to received comments and consider proposed amendments to the Waitsfield Zoning Bylaws, which were forwarded by the Waitsfield Planning Commission. The purpose of proposed bylaw amendments is to:
- Fix to grammatical and spelling errors;
- Make names, references, and terms consistent; and
- Change to the format to clarify intent.
In addition, many substantive revisions are proposed, including:
- Add design standards to Irasville Zoning District; removed minimum roof pitch;
- Amend Agricultural-Residential Zoning to add “primitive camp” as a new permitted use and add “Adaptive Reuse of Farmsteads” as a new conditional use;
- Clarify state exemption for water protection standards on logging jobs;
- New language to allow administrative amendments for certain conditional use decisions;
- New test to allow amendments to prior Development Review Board decisions;
- Allow setback waiver for new accessory structures;
- New and revised definitions.
All of the proposed amendments and regulations are consistent with the Act, including the goals set forth in §4302, and are in conformance with, and are intended to implement, the Waitsfield Town Plan. The proposed regulations will affect all lands currently within the within the Town of Waitsfield. Below is an abbreviated table of contents:

A public forum about the Scrag Forest Gateway Project was held Thursday, July 28, 2016. 6:30pm - 9:00pm, at the Waitsfield Elementary School. It was hosted by the Conservation Commission to have a discussion about the now-or-never opportunity to add 110 acres to the Town’s Scrag Forest for improved recreational access and protection of forestland, wildlife habitat, streams and scenic views. The Waitsfield Water Supply Consumer Confidence Report for the period January - December 2015 is now available. No violations occurred in 2015.
2015 Consumer Confidence Report
Voters approved the following article on Nov. 7, 2000: “Shall the Town of Waitsfield issue bonds or notes in an amount not to exceed $126,000, to be repaid over a period not to exceed six (6) years, for the purpose of purchasing the so-called "Munn site," being a parcel of 12.2 +/- acres located at the intersection of Vermont Route 100 and Kingsbury Road, from Sugarbush Land Holdings, Inc., for the purposes of possible gravel extraction, recreation, wastewater disposal and/or scenic protection?” The Town did purchase the property and in 2008, after considerable study and expense, a bond vote to construct a wastewater treatment plant on the site failed.
The Selectboard would like to form a committee to study the potential uses and opportunities may exist for the site going forward. Should the Town sell it? Should it be developed into a recreation field? Is it suitable for new housing? Is its highest and best use for agriculture? Are there deed restrictions or other limitations that need to be considered? The Selectboard would like the committee to examine these and other questions and make a recommendation.
The Selectboard envisions a five to seven member committee comprised of representatives from the Planning Commission, Mad River Valley Recreation District, Mad River Valley Planning District Economic Vitality Series, agricultural sector, adjacent property owners, interested citizens, and others.
