Public Hearing August 22: Waitsfield Zoning Bylaw Revisions

 

NOTICE of WAITSFIELD SELECTBOARD PUBLIC HEARING
To Consider Proposed Amendments

To The Waitsfield Zoning Bylaws
Monday, August 22, 7:00pm
At the New Waitsfield Town Office, 4144 Main Street

The Waitsfield Selectboard will convene a public hearing on Monday, August 22, 2016, 7:00pm, at the new Waitsfield Town Office, 4144 Main Street, in accordance with 24 VSA §4442 to received comments and consider proposed amendments to the Waitsfield Zoning Bylaws, which were forwarded by the Waitsfield Planning Commission.  The purpose of proposed bylaw amendments is to:  

  • Fix to grammatical and spelling errors;
  • Make names, references, and terms consistent; and
  • Change to the format to clarify intent.

 

In addition, many substantive revisions are proposed, including:

  • Add design standards to Irasville Zoning District; removed minimum roof pitch;
  • Amend Agricultural-Residential Zoning to add “primitive camp” as a new permitted use and add “Adaptive Reuse of Farmsteads” as a new conditional use;
  • Clarify state exemption for water protection standards on logging jobs;
  • New language to allow administrative amendments for certain conditional use decisions;
  • New test to allow amendments to prior Development Review Board decisions;
  • Allow setback waiver for new accessory structures;
  • New and revised definitions.

All of the proposed amendments and regulations are consistent with the Act, including the goals set forth in §4302, and are in conformance with, and are intended to implement, the Waitsfield Town Plan.  The proposed regulations will affect all lands currently within the within the Town of Waitsfield.  Below is an abbreviated table of contents:

Scrag Forest Gateway Project Public Forum

A public forum about the Scrag Forest Gateway Project  was held Thursday, July 28, 2016. 6:30pm - 9:00pm, at the Waitsfield Elementary School.  It was hosted by the Conservation Commission to have a discussion about the now-or-never opportunity to add 110 acres to the Town’s Scrag Forest for improved recreational access and protection of forestland, wildlife habitat, streams and scenic views.   Folks who were not able to attend can watch the video and presentation from the links below and are encouraged to contact Conservation Commission Chair Phil Huffman at (802) 496-3490 or phil@gmavt.net with any questions or comments.

Formation of Munn Site Study Committee

Voters approved the following article on Nov. 7, 2000:  “Shall the Town of Waitsfield issue  bonds or notes in an amount not to exceed $126,000, to be repaid over a period not to exceed six (6) years, for the purpose of purchasing the so-called "Munn site," being a parcel of 12.2 +/- acres located at the intersection of Vermont Route 100 and Kingsbury Road, from Sugarbush Land Holdings, Inc., for the purposes of possible gravel extraction, recreation, wastewater disposal and/or scenic protection?”  The Town did purchase the property and in 2008, after considerable study and expense, a bond vote to construct a wastewater treatment plant on the site failed. 

The Selectboard would like to form a committee to study the potential uses and opportunities may exist for the site going forward.   Should the Town sell it?  Should it be developed into a recreation field?   Is it suitable for new housing?  Is its highest and best use for agriculture?   Are there deed restrictions or other limitations that need to be considered?  The Selectboard would like the committee to examine these and other questions and make a recommendation. 

The Selectboard envisions a five to seven member committee comprised of representatives from the Planning Commission, Mad River Valley Recreation District, Mad River Valley Planning District Economic Vitality Series, agricultural sector, adjacent property owners, interested citizens, and others.

Passport Services Discontinued
Passport Services No Longer Available
at the Waitsfield Town Office

The Town of Waitsfield is disappointed to announce that the U.S. Department of State will no longer allow our office to accept passport applications for processing as of May 1, 2011.  The next closest acceptance facility is the Waterbury Post Office.  They accept passport applications Monday – Friday, 10:00 – 2:30 and by appointment on Saturdays.  It is advised that anyone intending to get a passport call the Waterbury Post Office at 244-7318 to be sure he/she has all the necessary materials before going to Waterbury.  Also, it is helpful to have applications filled out beforehand.  Up-to-date forms can be completed and printed from the U.S. Department of State's Web site: www.travel.state.gov/passport/passport_1738.html.  The Waitsfield Town Office has blank forms, but it is unknown at this time if the U.S. Department of State will continue to send us forms as they are updated.

Changes to the zoning and subdivision permit fee schedule adopted by the Waitsfield Selectboard became effective on September 3, 2013. The updated fee schedule and permit application can be found at the links below:

Fire Permits Public Notice
The law in Vermont states that you must have a permit for outside burning.  Natural wood and brush are the only products allowed. Paper, cardboard, rubbish, tires, etc. are not permitted.   Please call at least one day in advance in the evening prior to the day of your burn.  Fires must be attended at all times no matter the size of the fire.

The Town of Waitsfield is seeking a qualified consultant to provide engineering and design services for the development of the Waitsfield Pocket Park. The project involves design, permitting, and construction of a public pocket park in Waitsfield Village, along the Mad River, adjacent to the historic 1833 Big Eddy Covered Bridge.  The .05 acre site, owned by the Town, was left vacant after Tropical Storm Irene destroyed the historic building at 50 Bridge Street.  A goal is to avert future flood damage through the creation of a durable, attractive, floodable park.  The project is being funded with the aid of a Community Development Block Grant – Disaster Relief 2 (CDBG-DR2) grant and municipal funds.

Responses are due no later than 12:00pm, Friday, August 19, 2016, at the Waitsfield Town Office, 4144 Main Street, Waitsfield, VT  05673.
